Fern (Bellinger) Williams was born on August 25, 1893 in Lebanon, Linn County, Oregon to Emma Helen Rosabella (Newquist) and Jasper Newton Bellinger. Her siblings are Howard Bellinger, Selma Mytinger, and Jasper Bellinger.

She graduated from Monmouth College in Monmouth, Oregon.

Fern married Paul Williams. Their daughter is Nancy Hendrikx.

She lived in the Toledo area for 48 years. She was a member of Auxiliary of Riverside Hospital in Toledo, Ohio and St. Paul's Episcopal Church in Maumee, Ohio.

She was on St. Paul's Episcopal Church Women's Council. In the early 1960's as a master stitcher, she co-led, supervised, and assisted the women of St. Paul's Episcopal Church in creating two hundred color needlepoint kneeler cushions for its sanctuary.

Fern died at Mercy Hospital on February 7, 1969 in Toledo, Ohio.
