Patricia "Pat" Jane Garver was born on March 27, 1944 to Jack and June Cartwright (Garden Wall Niche 5A) in Warren, Ohio. The family moved to Toledo in 1953. She graduated from Libbey High School in 1962.

Pat married her next door neighbor, Denny Garver, in 1964. Their two sons are Tony Garver and Rob Garver.

She graduated from the University of Toledo with an Associate Degree in Business/Legal Assisting in 1977. She worked for 'Green and Lackey' for 2 years. Then opened her own bookkeeping business.

Pat continued her social activism and concern for women's rights even as a parent. She was an active member of the National Organization for Women. She served as chairperson of the Mayor’s Affirmative Action Board, member of Toledo Consumer Protection Board, Democratic Ward chairman, and member of Toledo Common Cause Steering Committee. For many years, she worked at the 'Center for Choice'.

Pat died on February 3, 2021. She was interred in the Memorial Garden Wall on her March 27, 2021 birthday below her mother.
